[in] double dCostFraction Defines the splitting ratio between the two remaining parties of a 3-party splitting situation,
whereas the service@externalFactor defines the splitting between the debitor and the other two parties.
The cost_fraction is provided solely for informational purposes of the debitor.
For example, if the debitor has to pay 40%, meaning service@externalFactor=0.4, then a cost fraction=0.5 would define a cost split of 50% each for the remaining two parties.
[out,retval] VARIANT_BOOL *pbStatus Return status of the method. If pbStatus is VARIANT_FALSE then an error occurred and GetAbortInfo should be called to retrieve the error string.
